The forms of punishment a society chooses, and what exactly it deems a crime, tell a great deal about that society’s values. How is justice pursued and punishment meted out? This program looks at the history of punishment, beginning with early compensatory forms of justice, the Code of Hammurabi, and the Law of Moses. Socrates’ execution and Roman and medieval forms of justice are analyzed in a historical context, underscoring the fact that punishment was often intended as a deterrent rather than as a reformatory measure. But since they are previous offenders with multiple violations, they now face the very real possibility of long-term detention, with their ultimate fate hinging on a series of hearings and evaluations that neither expected to go through. Following the brothers from the night of their intake to their eventual placement in separate residential facilities, this video illustrates with unflinching clarity and detail the procedural challenges that many juvenile defendants face when they are incarcerated. New technology has made it possible to capture footprints with Mylar and static electricity rather than plaster; to cause fingerprints on a shell casing to reappear after the bullet has been fired and ejected; to computerize Identikit composites; and to identify firearms and ammunition by discharging weapons into pseudo-flesh and examining the results. Even so, a subsequent police lineup and experiments with facial-recognition technology can’t prevent two innocent men from being wrongly identified. This program investigates the way that Fort Worth is trying to deter young offenders from a life of crime and a lifetime of prison by focusing on the social, economic, and psychological causes of violence. Mentors provided by the Tarrant County Advocate Program for offenders on probation are achieving noteworthy successes. The Capital Offenders Program, which offers group resocialization therapy to help offenders deal with the roots of their aggression, has substantially reduced recidivism rates among participating youth. Another program, as daring as it is progressive, brings convicts and victims face-to-face, to confront the impact and consequences of their violent crimes. The best way to reduce crime may simply be to replace despair with hope-and a vision of a future worth living. (58 minutes)

This argument was carefully cultivated over the years by the "science" of phrenology and subsequent research into skull size, brain makeup, and even facial angles. This program from the BBC archives examines the history of intellectual prejudice against women, and how that prejudice has diminished educational opportunities. In Los Angeles, Julio is growing up fast—his scenes reveal a young man bent on self-determination and an awareness of the need to “stretch a dollar.” The program makes excellent use of footage from the previous episode for comparison and contrast. Even with Officer Campbell standing right behind the counter in the direct line of sight of the checker (the same checker involved in the armed robbery just a few hours earlier) he witnesses this "customer" reach over the counter and start emptying the register. He must then quickly decide how best to proceed after witnessing this felony right before his eyes.
